Germany’s Third Voluntary National Review (VNR) to the HLPF 2025

Energy transition and climate action Partnership for Global Infrastructure and Investment (PGII) und Just Energy Transition Partnerships (JETPs)

With the Partnership for Global Infrastructure and Investment (PGII) (External link), launched under Germany’s G7 Presidency in 2022, the G7 countries have set themselves the goal of mobilising up to 600 billion US dollars in public and private investment for sustainable infrastructure by 2027.

The EU Global Gateway Initiative, which aims to mobilise 300 billion euros by 2027, is the German and European contribution to the PGII. Ambitious projects such as the Lobito Corridor in Angola, Zambia and the Democratic Republic of the Congo have been supported in this context.

The Just Energy Transition Partnerships (JETPs) are another core element of Germany's commitment to global economic transformation and climate neutrality. The first JETP was agreed with South Africa in 2021. The establishment of further JETPs was a priority during Germany’s G7 Presidency in 2022. JETPs were subsequently agreed with Indonesia and Viet Nam (2022) and Senegal (2023). The JETPs create broad alliances with ambitious partner countries that are in the process of exiting fossil fuels and accelerating the expansion of renewable energies. In all cases, there is a strong focus on social justice and future prospects for local people. Disadvantaged social groups, such as mine workers, women and young people, are given particular consideration in line with the “leave no one behind” (LNOB) principle.
