With the Skilled Immigration Act, the German Government has simplified the legal frameworks for the targeted and managed immigration of skilled workers from third countries and introduced accompanying sub-statutory measures. The aim is to strengthen the German labour market, social prosperity and social protection systems.

For example, the Opportunity Card (Chancenkarte), introduced in June 2024, allows applicants with recognised university or professional qualifications from other countries to enter and reside in Germany in order to seek employment.

In order to avoid the out-migration of skilled workers from developing countries (brain drain) at the same time, the Skilled Labour Strategy takes into account international principles and guidelines adopted by the IOM (External link) (International Organization for Migration) for the ethically responsible recruitment of skilled workers. Examples of this are the migration partnerships concluded with various countries, as well as the Triple Win and THAMM Plus programmes. The purpose of these measures is to ensure that labour and training migration benefits both host countries and countries of origin as well as the migrants themselves.
