Germany’s Third Voluntary National Review (VNR) to the HLPF 2025

The German Government is working at the international level for improvements in healthcare and for appropriate pandemic prevention, preparedness and response measures.

In this context, it is committed to an International Pandemic Agreement and will also participate constructively in the follow-up negotiations on an annex concerning the sharing of pathogen samples and genetic sequence data and the equitable distribution of related countermeasures. In the period covered by this report, Germany was one of the largest donors to the Pandemic Fund (External link), which helps to build pandemic prevention and preparedness capabilities in low- and middle-income countries, with a focus on early detection, laboratory diagnostics and training of appropriately skilled professionals.

Germany is also a reliable partner in multilateral initiatives to combat infectious diseases, including Gavi, the Vaccine Alliance (External link), the Global Polio Eradication Initiative (GPEI) (External link) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) (External link).
